Briefing #12: Governance Gridlock
Why your AI safety net is a trap.

There’s a scene playing out in conference rooms across the globe. An AI innovation team, energized and ready to deploy a high-value solution, presents their work to a governance committee. The committee, armed with a 50-point checklist derived from a patchwork of evolving regulations, begins its review. The meeting ends not with a green light, but with a list of new documentation requirements, risk assessments, and follow-up meetings.
Progress stalls. Enthusiasm wanes. And the project enters a state of limbo.
This is “Governance Gridlock.” It’s one of the most significant, self-inflicted wounds in enterprise AI today. In our well-intentioned pursuit of responsible AI, we have inadvertently built a new corporate bureaucracy — a complex web of policies and audits that’s consuming our most valuable resource: innovation velocity.
The result of governance gridlock is a state of paralysis. 2025 data from Vanta reveals that 53% of organizations feel overwhelmed by AI-specific regulations. This is more than just a feeling. It’s a symptom of a deeper problem. The same report shows the top challenges to effective AI governance are a “lack of internal expertise” and “evolving or unclear regulations.” When teams don’t know what to do or how to do it, they default to creating cumbersome processes to cover every conceivable risk.
This isn’t just a tax on innovation. It creates a culture where compliance is seen as an adversary to progress, and innovation teams are viewed as reckless cowboys. This friction, as one C-suite executive admitted, is “tearing the company apart.”
The core of the problem is categorization. In the face of uncertainty, organizations are treating AI governance as if it were traditional software compliance. We’ve taken the old model (static checklists, manual reviews, and top-down enforcement) and layered it onto a technology that is dynamic, adaptive, and constantly evolving. It’s like trying to referee a soccer match using the rulebook for chess.
The result is a system that optimizes for documentation, not for trust. It creates the illusion of control while failing to address the real, dynamic risks of AI. A static checklist can’t monitor for model drift in real-time. A quarterly review can’t catch a biased output that happens on a Tuesday morning.
The path out of this gridlock is not to have less governance, but to have nimble governance. Success means making a fundamental shift in how we think about governance and the way in which it’s implemented. High-performing teams must evolve from governance-as-process to governance-as-platform.
Instead of creating another committee, effective governance means building automated checks directly into their code repositories. Instead of writing another policy document, it means embedding explainability tools into deployment pipelines. Instead of scheduling more review meetings, it means creating real-time monitoring dashboards that alert both development and compliance teams simultaneously.
In this model, governance isn’t a gate you must pass through. It’s the guardrail on the highway, built into the infrastructure to keep you moving safely at speed. It transforms the relationship between innovators and overseers from adversarial to collaborative. They’re looking at the same data, using the same tools, and working within the same workflow.
This platform-based approach is especially critical as we move into AI’s evolution toward agentic systems. You cannot govern an autonomous system with a manual process. The oversight must be as automated and intelligent as the system it is governing.
So, for leaders feeling overwhelmed by AI governance, the question to ask your teams is this:
“Are our governance activities happening in our development workflow, or are they happening in meetings about the workflow?”
The answer will tell you if you’re building a safety net or a trap. One allows you to move with confidence. The other ensures you go nowhere at all.
